Building Code Engineer
Job Description
Job Summary
Under the supervision of the Senior Building Code Engineer, this position contributes as a technical expert, ensuring success of the commercial building permit application review and approval process through the review and approval of construction drawings of commercial buildings to ensure compliance with life, fire, health and construction safety requirements of the Building Bylaw, the National Building Code of Canada, The National Energy Code for Buildings, The Construction Codes Act and The Fire Prevention Act. Reports to the Senior Building Code Engineer.
Duties & Responsibilities
- Performs plan reviews to ensure compliance with requirements of the National Building Code, National Energy Code for Buildings, the Saskatoon Building Bylaw, The Construction Codes Act and Regulations and advises owners, designers, and contractors of any drawing deficiencies.
- Assists property owners, developers, and consultants with enquiries pertaining to the requirements of the National Building Code, the National Energy Code for Buildings, the Saskatoon Building Bylaw and The Construction Codes Act, and reviews preliminary drawings.
- Researches and assists with the development of Department operational procedures, based on interpretations of Acts and codes, and assists customers in their application.
- Conducts studies and analyses and completes inspection reports of a variety of engineering conditions within the Building Standards Department’s responsibility.
- Assists with the evaluation and development of new and alternative methods and procedures for improving efficiency and service to the public.
- Analyses lot severance and consolidation and reports any building code implications that may arise.
- Performs on-site inspections of various projects as required.
- Conducts preliminary reviews of condominium conversions prior to report to Council.
- Performs other related duties as assigned.
Qualifications
- Degree in civil or mechanical engineering.
- Four to six years’ related experience.
- Registration, or eligibility for registration, as a professional engineer in the Association of Professional Engineers of Saskatchewan.
- Possession of, or ability to obtain within two years after hire, a Saskatchewan Building Official Class 3 Licence.
- Thorough working knowledge of the National Building Code, The Construction Codes Act and Regulations, and the Saskatoon Building Bylaw.
- Considerable knowledge of the National Energy Code for Buildings, the National Fire Code, The Cities Act, National Fire Protection Association Standards, Canadian Standards Association standards, Underwriters Laboratories of Canada and Warnock Hersey Standards, Zoning Bylaw and a familiarity with Provincial acts and regulations related to building construction and safety.
- Knowledge of the materials, procedures and techniques used in building construction.
- Ability to establish and maintain effective working relationships with the public, design professionals, contractors, developers and others in the construction industry.
- Ability to communicate effectively orally and in writing to various individuals and groups, including owners, contractors and designers.
- Skill in the operation of a computer using the Microsoft Office suite, Enterprise Resource Planning (ERP), and workflow management and drafting software.
- Demonstrated ability to work with minimal supervision.
- Demonstrated ability to identify and respond to periodic or seasonal increases in work load.
- Ability to communicate effectively orally and in writing to various individuals and groups, including owners, contractors and designers.
- Skill in the operation of a computer using the Microsoft Office suite, Enterprise Resource Planning (ERP), and workflow management and drafting software.
